【摘要】:Thisspecificationcoversthedocumentationoftheprincipalnotionsnecessaryandsufficienttoassignvaluetoacontrolledhealthvocabulary.Thisspecificationwillserveasaguideforgovernments,fundingagencies,terminologydevelopers,terminologyintegrationorganizations,andthepurchasersandusersofcontrolledhealthterminologysystemsworkingtowardimprovedterminologicaldevelopmentandrecognitionofvalueinacontrolledhealthvocabulary.Itisapplicabletoallareasofhealthcareaboutwhichinformationiskeptorutilized.Itisintendedtocomplementandutilizethosenotionsalreadyidentifiedbyothernationalandinternationalstandardsbodies.Thisspecificationwillprovidevocabularydevelopersandauthorswiththeguidelinesneededtoconstructuseful,maintainablecontrolledhealthvocabularies.Thesetenetsdonotattempttospecifyalloftherichnessthatcanbeincorporatedintoahealthterminology.Howeverthisspecificationdoesspecifytheminimalrequirements,which,ifnotadheredto,willensurethatthevocabularywillhavelimitedgeneralizabilityandwillbeverydifficult,ifnotimpossible,tomaintain.Thisspecificationwillprovideterminologydeveloperswithasturdystartingpointforthedevelopmentofcontrolledhealthvocabularies.Thisfoundationservesasthebasisfromwhichvocabularydeveloperswillbuildrobust,large-scale,reliableandmaintainableterminologies.Thisspecificationexplicitlydoesnotrefertoclassificationsorcodingsystems(forexample,asimplelistofpairsofrubricsandcodes)thatarenotdesignedtobeusedclinically.
